I wonder if it has ever been proposed to create a kind of "Global SUL embassy" - a central location where a user owning an SUL can post a desire to take over the name on all Wikimedia projects where it is unattached and local bureaucrats can process the requests from the page. Even if local bureaucrats don't participate directly, clerks could submit the CHU/usurp requests to the local projects on the users' behalf. I think this would help especially for users with limited English who have trouble figuring out the locations and processes for each individual wiki. Thoughts?
