Template:BureaucratLang Within Wikimedia projects, a bureaucrat is a user who has the technical ability to:

Stewards fulfil these roles on wikis without bureaucrats using the requests for permissions page. A small community generally doesn't require a local bureaucrat, because stewards can easily handle the low traffic of requests from that wiki with little delay; generally a user with this access is not needed until several local administrators are present. Other positions may be subject to global policies like the Checkuser policy and the Oversight policy, which define minimum community requirements.

The default configuration of the MediaWiki software permits bureaucrats with access to Special:UserRights to add and remove users from all user groups. On Wikimedia Foundation wikis, only stewards can do this, however, bureaucrats can add/remove a subset of rights. A bureaucrat on any wiki can add users to the "administrator" group, but not remove them, except in some wikis listed below. On some other projects they can add/remove users from other groups such as "bot".

If you are a bureaucrat, to give another user administrator access, go to Special:Makesysop in 1.4 and below or go to Special:Userrights on 1.5 and above on the wiki where you are a bureaucrat. There is a link to this on the list of special pages.

You will see the following form:

Type the user's name into the box, and enter a reason for the change. Then press the Set user rights button. To make them a bureaucrat as well as a sysop, tick the Set bureaucrat flag box. You will see a confirmation message telling you that the user has been made a sysop (note, the message says they have been made a sysop even if they have also been made a bureaucrat).

The user will gain administrator access immediately and the action will be recorded at Special:Log/rights.

If you make a mistake and need to remove access from someone you accidentally made a sysop, please contact a steward or developer.

If you are using version 1.5.1 go to the User Rights Management (Special:Userrights) and enter the name of the user you want to give Bureaucrat rights and click the button Edit User Groups. Then on the following page simply select the groups you want him to be part of. In this case, selected the Bureaucrat group. Finally click the Save User Groups button.

The above is the current interface for renaming users. Before you rename a user, you must visit Special:Renameuser. It is fairly self-explanatory. One must simply key in the current name, the target name, and the reason for the change. The box ticked to move user and user talk pages is ticked by default, as this is the most frequent scenario.

Removing access

By default, bureaucrats can only add users to the administrator or bureaucrat group, but not remove them. However, some projects have enabled bureaucrats to remove these rights as well.
