Global blocks don't affect Meta-Wiki, so if your IP address is blocked, you can still appeal here. IP addresses that cause disruption on Meta should be reported at Meta:Requests for help from a sysop or bureaucrat instead of here so that they can be blocked locally.
Please describe the kind of cross wiki abusive activity you see from the IP. Saying an IP is a long term abuser is not helpful, but saying "IP vandalizes at ban.wikipedia, no.wikipedia and vi.wikipedia" is. This is especially important for range blocks. If you do not provide enough details, your request might be declined.

@Billinghurst Previous abuse was from a lot more wikis, so evasion is likely. However, recent abuse has been coming from the next /22 range as well, so local blocks might minimise collateral damage for now. I would like to see a steward's opinion on this, however – @Base? ~~~~

@Pandakekok9: this is a P2P proxy, a type of temporary proxy, confirmed by a special API created to detect such proxies, and blocked on enwiki and globally blocked. See NOP/P2P for details. Generally, a given IP may be a P2P proxy though the ISP may not be responsible. I've seen many such P2P proxies being abused by LTAs, where the IPs were otherwise looking like normal, home IPs. Most of the time not active. When it joins a talk page, it does afterwards two edits in the mainspace. It also opens a new chapter on the talk page instead of joining an existing chapter, forcing the participants to re-discuss the issue and re-count their positions. The result is a chaos in the talk page. It also always tags experts, instead of relying the notice board. It also tried to fish at least three different answers in the checkusers' page. Matanya locked Arnon Borochov (talk • contribs • block • xwiki-contribs • xwiki-date (alt) • CA • ST • lwcheckuser) without any request at the SRG, after claiming it had been a sock of Dorian Gray Wild, although Arnon Borochov did not do even a single edit in the Hebrew Wikipedia mainspace and userspace. Therefore Dorian Gray Wild has to be locked either. If the stewards prefer to leave Dorian Gray Wild unlocked, user:Arnon Borochov has to be unlocked either. A sock bypasses another user. Arnon Borochov has not bypassed anyone. Please see its xwiki-contribs. ארנון בורוכוב (Arnon Borochov in Hebrew) was identified as a troll in the Hebrew Wikipedia, but not Arnon Borochov. Arnon Borochov is a real person, as he wrote it in the Commons.
ארנון בורוכוב took the identity of Arnon Borochov, and was locked.
Afterwards, a steward locked also Arnon Borochov.
The Hebrew Wikipedia claimed that Arnon Borochov was a "sock" of Dorian Gray Wild, in spite of Arnon did not do any editing in the Hebrew Wikipedia. Only Dorian edited there.
