我在本次會議中有兩個分享議程,一個是關於台灣館聯的失敗經驗;另一個是關於全景自由。此外,亞洲月的未來規畫雖然是由Joyce Chen以線上方式進行,但是簡報內容我有參與,也在當天帶領了後面的討論。

全景自由與亞洲月的兩項議程都設計了一些題目,想要藉由現場的反饋推進兩項工作。不過得到的回應數量可能沒有計畫中的多。這可能是因為我討論的議題並不是會議的參與者都參加過,而且有些問題可能我也沒能解釋得非常清楚。其中我最在意的討論是,沒有能夠聽到全景自由法令可能的利害關係人。這也意味著在後續推廣的工作上還需要很長的摸索時間。

關於館聯的失敗經驗分享似乎有引起了一些關注。我認為可能是因為執行一個寫作條目計畫對參與者來說,是比較普遍的經驗。比起成功經驗的難以複製,也許失敗的學習更有助於避險。


I have two presentations in this conference. One is about the failed experience of the Taiwan GLAM project, and the other is about Freedom of Panorama. Additionally, although the future planning of Asian Month was conducted online by Joyce Chen, I participated in the presentation and led the subsequent discussion on the day.

For both the Freedom of Panorama and Asian Month agendas, some questions were designed to use on-site feedback to advance these two tasks. However, the number of responses received may not have been as many as planned. This could be because not all participants of the meeting had engaged with the topics I discussed, and some questions might not have been explained very clearly by me. What concerns me the most is that we did not hear from potential stakeholders regarding the Freedom of Panorama legislation. This means that there is still a long exploration period ahead in the subsequent promotion work.

The sharing of the failed experience of the GLAM project seemed to have drawn some attention. I believe this might be because executing a writing entry project is a relatively common experience for participants. Compared to the difficulty of replicating successful experiences, learning from failures might be more helpful for risk avoidance.

我對於以下的幾個議程有深刻的印象:

在先前我們有遇過一位以中文為母語,且致力於維基共享資源分享工作的維基人。他不善於溝通,經常在對話過程過度戲劇化,而被封禁超過一次以上。連帶的,也使得許多照片貢獻者並不喜歡這樣大量調整分類的人。這個議程中令我感到興趣的是,專注於分類的貢獻者原來也形成一個族群,而且也理解了他們選擇這樣工作的理由。
(I1) Creating a wiki club in a university & encouraging students' engagement on Wikimedia projects
在台灣,國立台灣大學及國立成功大學都有成立維基社團,目前成大社群的運作還十分活躍。基於組織規則、校園文化的不同,其他維基學生社團的經驗不一定適用於台灣的大學,不過這個分享有助於我替現有的社團找到跨國聯絡的目標,未來應該有合作的潛力。
(K1) Awareness of copyright issue in South Korea
這個議程相當有趣,因為剛好在我講解全景自由的議程之後,韓國社群提到了他們面臨的著作權議題,包括全景自由。我在會後有詢問他們是否尋求國會議員的協助,得知他們國內政黨之間的對立,可能阻礙了這類法案的討論。這個訊息十分有助於未來在本區域推進全景自由的解放。
(K1) Streamlining Video Campaigns on Wikimedia Commons
這個工具對於台灣的小語言社群很有用,據我所知,不少原住民維基社群都會拍攝族中老人家影片,因為那些影片是保存瀕危語言的珍貴材料。但是維基要求的開放格式對一般拍攝者是很困難的。很可惜這一場並不是工作坊的形式,不太確定是介面功能如此簡單,還是許多的功能沒有展示出來。

I have a deep impression of the following sessions:

(H3) How to improve the categorisation of uploads to Commons (with particular emphasis on ESEAP-related uploads) - a workshop
Previously, we encountered a native Chinese-speaking Wikimedian who was dedicated to contributing to Wikimedia Commons. He was not good at communication and often became overly dramatic during conversations, resulting in him being banned more than once. Consequently, many photo contributors did not appreciate this person who frequently made large-scale adjustments to categories. What intrigued me about this agenda was that contributors focused on categorization have also formed a community, and I came to understand the reasons behind their choice of work.
(I1) Creating a wiki club in a university & encouraging students' engagement on Wikimedia projects
In Taiwan, both National Taiwan University (NTU) and National Cheng Kung University (NCKU) have established Wiki clubs, and the NCKU community is still very active. Due to differences in organizational rules and campus culture, the experiences of other Wiki student clubs may not necessarily apply to Taiwanese universities. However, this sharing helps me identify international contact targets for existing clubs, which should have potential for future collaboration.
(K1) Awareness of copyright issue in South Korea
This session was quite interesting because, right after my presentation on Freedom of Panorama, the Korean community mentioned the copyright issues they are facing, including Freedom of Panorama. After the session, I asked them if they had sought assistance from their Members of Parliament and learned that the political party opposition in their country might hinder the discussion of such legislation. This information is very helpful for advancing the liberation of Panoramic Freedom in our region in the future.
(K1) Streamlining Video Campaigns on Wikimedia Commons
This tool is very useful for Taiwan's small language communities. As far as I know, many Taiwan-Indigenous Wikimedia communities often film their elders, as these videos are valuable materials for preserving endangered languages. However, the open formats required by Wikimedia are challenging for general videographers. Unfortunately, this session was not in a workshop format, so it's unclear whether the interface is genuinely simple or if many features were not showcased.

除了議程上的互動,會議上我很看重一個與維基人面對面,對於議程中沒有的事項交流的機會。這次對我印象深刻的談話有:

  • 我們替台灣原住民族語維基百科的伙伴,國立政治大學,聯繫上了毛利語維基百科的參與者。她在後續的介紹中,還談到她的家庭就混合了不同的民族,而她也參與多種語言的維基。
  • 在本次會議數週前的維基媒體峰會上,東亞區的國家只有台灣到了現場。這次有看到日本、韓國的人員參與,也直接或透過來自台灣其他與會者聽到他們各自在工作上的想法,知道兩地都仍按自己的步調推廣。令人驚喜的是碰到蒙古語維基百科的參與者,原先我以為這個社群可能長期都會是隱身的狀態。

In addition to the interactions during the session, I highly value the opportunity to meet with Wikimedians face-to-face and discuss matters not covered in the agenda. Some of the conversations that left a deep impression on me this time include:

  • We connected from National Chengchi University, our partner of the Indigenous Taiwanese Language Wikipedia, with a participant from the Māori Wikipedia. In her subsequent introduction, she mentioned that her family is of mixed ethnicities, and she also contributes to Wikipedia in multiple languages.
  • A few weeks before this conference, at the Wikimedia Summit, Taiwan was the only East Asian country present. This time, I saw participants from Japan and Korea, and either directly or through other attendees from Taiwan, I heard their thoughts on their respective work, learning that both countries are still promoting at their own pace. To my surprise, I also met a participant from the Mongolian Wikipedia. Initially, I thought this community might remain hidden for a long time.

其他 Other[edit]

  • Mari Mari文化村的活動安排得很好,很快地帶我們接觸到一些當地傳統文化。有了這項行程後,可以比較理解安排在KK而不是吉隆坡進行會議的原因。儘管付出了更多的移動成本,但是基於地型的破碎而發展出彼此相關、但又有所不同的多元文化,正是ESEAP區域重要的特色之一。體驗這樣的文化有助於在區域合作上記住多元視角。
  • 在最後提名下屆主辦城市時,胡志明市的提名讓我相當意外。可惜已經到了會議的最後,如果早一點接觸到來自越南社群的人,我會很想知道他們的運動現況。無論如何,很高興ESEAP Conference是能夠觸及這些過去很少在國際會議中看到的社群。我認為這足以告訴國際,區域Hub的成立對促及缺乏代表地區的參與確實有意義。

  • The activities arranged at the Mari Mari Cultural Village were excellent, quickly immersing us in some of the local traditional cultures. With this itinerary, I could better understand why the meeting was held in Kota Kinabalu rather than Kuala Lumpur. Despite incurring additional travel costs, the development of interrelated yet distinct multiculturalism, based on the fragmented geography, is one of the significant characteristics of the ESEAP region. Experiencing such cultures helps us remember diverse perspectives in regional cooperation.
  • The nomination of Ho Chi Minh City for the next hosting city came as quite a surprise to me. It's unfortunate that it was already at the end of the meeting; if I had the chance to interact with members from the Vietnamese community earlier, I would have been eager to learn about their current initiatives. Nevertheless, I am delighted that the ESEAP Conference could engage with communities that have been rarely seen at international conferences in the past. I believe this is evidence enough to show the international community that the establishment of regional Hubs indeed makes a meaningful difference in promoting participation from underrepresented regions.

會後 After the Conference[edit]

計畫 Plans[edit]

  • 最大的計畫應該就是2026年Conference的籌辦。我在會場上提名了高雄做為主辦城市,也獲得了最高票支持。接下來一定要規畫出精彩的活動。
  • 協助亞洲月重新組織化、推動ESEAP區域的全景自由,這兩項是會議之前就排入台灣分會工作清單的。這次會議上也分別提供了議程進行對話。效果不如預期,但我們未來會再想辦法補足。
  • 新增的計畫是學習VedioCutTool,還有讓成大開放知識社與本區域內的大學社團交流。

  • The biggest project ahead is undoubtedly the organization of the 2026 Conference. I nominated Kaohsiung as the hosting city at the venue and received the highest support votes. Now, we must plan exciting activities.
  • Assisting in the reorganization of Wikipedia Asian Month and promoting Freedom of Panorama in the ESEAP region were both on the agenda of Wikimedia Taiwan before the conference. Dialogues on these topics were also provided during the meeting. The outcomes were not as expected, but we will work on improving them in the future.
  • A new project is to learn VedioCutTool and facilitate exchanges between National Cheng Kung University Open Knowledge Society and university clubs within the region.

改變 Change[edit]

台灣分會需要改變的工作並不多,亞洲月的工作上,可能會思考這次討論中設定的題目設定是否需要再做修正,以利獲得更有用處的資訊。


There aren't many changes needed for the work of Wikimedia Taiwan. Regarding Wikipedia Asian Month, we may consider whether the topics set during this discussion need further adjustment to obtain more useful information.

建議 Suggestion[edit]

由於下一次的ESEAP Conference是由高雄主辦,針對會議的建議在我的報告中出現有些沒必要,一方面因為這些建議最終應該是提供給我參考的,再來寫太多建議那是替我找麻煩了。

好的,以上是開個玩笑,希望這份報告會幽默一點。以下提出一些想法,大概可以視為確定會在下屆會議中做到的。

  • 這次會議的議程具有多元性,大部分社群都照顧到了。然而工作坊、多人對談及分組討論的形式偏少,絕大多數都是簡報。我會思考讓單純工作心得分享的議程合併到更簡短的Linghting Talk中,或是海報發表。這樣可以把更多時間撥給更有互動性的議程類型,也可以讓報告式的議程有較多未來啟發性。
  • 與前一點有關的是,這次的議程跟它們被按排的空間缺乏互動關係。Room 2及Room 3都是以圓桌為主,但還是排了大量演說、展示類的議程,這使得背向投影螢幕的座位總是空著。如果幾乎沒有工作坊、分組討論形式的議程,這樣的場地空間配置就沒有必要了。
  • 議程在執行上有出現較長時間延遲的情況,在安排時可以考慮預留一些可能的延遲時間,同時也要留意場控。
  • 這次會議的志工人力只足夠處理議程的主持、儀器操作、攝影,缺乏現場引導的工作人員。增加一些在公共區域提醒活動流程、引導動線以及接受諮詢的工作人員會讓會議變得更順暢。

Since the next ESEAP Conference will be hosted in Kaohsiung, it's unnecessary for the suggestions regarding the conference to appear in my report. Firstly, these suggestions should ultimately be provided for my reference, and besides, writing too many suggestions would just be trouble for me.

Okay, that was a joke. I hope this report will be a bit more humorous. Here are some ideas that can be considered definite for implementation at the next conference:

  • The sessions of this conference demonstrated diversity, covering to most communities. However, there was a lack of workshops, panel discussions, and group discussions, with the majority being presentations. I will consider merging sessions focused solely on work experiences into shorter Lightning Talks or poster presentations. This way, more time can be allocated to interactive session types, while also allowing for more inspirational aspects in the presentation-style sessions.
  • Related to the previous point, there was a lack of interaction between the session and the spaces allocated for them. Both Room 2 and Room 3 were set up with round tables, yet a significant number of speeches and presentations were scheduled, resulting in vacant seats facing the projection screens. If there were hardly any workshops or group discussion formats on the session, such spatial configurations would be unnecessary.
  • There were noticeable delays in the execution of the session, so it might be beneficial to allocate some buffer time for possible delays when planning, while also paying attention to stage management.
  • The volunteer manpower for this conference was only sufficient to handle hosting, equipment operation, and photography, lacking staff for on-site guidance. Adding some staff in public areas to remind attendees of the event flow, guide traffic, and provide assistance would make the conference run more smoothly.
