Note that Wikipedians are distinct from what could be called Wikimedians, those who are members of the Wikimedia Foundation. Those who license their works to the Foundation and others do not necessarily meet the membership requirements required to be a Wikimedian (membership may not be automatic, may require payment of a membership fee, may have other restrictions which keep the groups distinct).
