Please be sure to follow the instructions below:
Your request might be rejected if you don't follow the instructions.
Please also review Global blocking . Only IP addresses can be globally blocked at this moment. Please see #Requests for global (un)lock and (un)hiding if your request involves an account.
Global blocks don't affect Meta-Wiki, so if your IP address is blocked, you can still appeal here. IP addresses that cause disruption on Meta should be reported at Meta:Requests for help from a sysop or bureaucrat instead of here so that they can be blocked locally.
Please describe the kind of cross wiki abusive activity you see from the IP. Saying an IP is a long term abuser is not helpful, but saying "IP vandalizes at ban.wikipedia, no.wikipedia and vi.wikipedia" is. This is especially important for range blocks. If you do not provide enough details, your request might be declined.

More cross-wiki abuse, especially on en.wiki, sv.wiki, and the Simple Wikipedia. This appears to be the same LTA who was active on the range last year. This person has been engaging in serious cross-wiki vandalism for more than a year now, including the addition of obscene, NSFW images, and also imitating IPhonehurricane95 & Lightning Sabre (the new "UnderArmourKid" LTA)'s 9/11 imagery vandalism. Global block for LTA 80.223.94.0/24

User User:Risto_hot_sir and a series of sock accounts are all globally locked. Example diff where the IP admits they are Risto_hot_sir. IPs in this range regularly acknowledge they are this user, in persistent efforts to argue that they are being victimized by admins and stewards. Here's a diff expressing their intent to continue socking, quote "create new accounts to make the necessary edits ... it's fun to receive friendly welcoming messages" [for each new account]. They declare "From now on it's the question of freedom of speech" apparently expressing crusading motivation to persistently sock, as a form of fighting back against the evil conspiracy of censorship.

I reviewed the xwiki-contribs for range 80.223.94.0/24. I only found a single edit that was not a clear match this user, and that edit was over a decade ago. (07 Jan 2010.) It appears that there would be no collateral damage in blocking this range for a significant time span. I expect nothing less will deter this individual. Uploads copyvio images on commons, impersonates others see on commons where he is "a political prisoner in Belarus, imprisoned there by the policeman Siarhej Tymoschuk. However, on August 14 at 6 pm I was pardoned by the President of Belarus. I was in prison with Kacper Twardowski.". On nl-wiki he claims to be a Dutch person "My name is Willem Avenoord living in Amsterdam and born in Belgium in 1975. And on de-wiki he says Hi! I am the executive director of the Wikimedia Foundation. I have been a Wikipediaist from the very beginning, that is from 2004. In 2008, the board of trustees announced that the foundation's seat would be in London. My Name : John Randelfon.. On en-wiki he changes his identity from My name is Ulazhimir Iwanowicz Termakow , Born in 1968 in Warsaw. " to "My name is John, Born in 1968 in Dublin, Ireland". See also the file here.
