I never saw such a case and thus I'm unsure how to handle it. I thought about letting him go through an additional RfA. Adminship != bureaucratship and should be handled differently. I think you can create one, or submit a request on the community portal page (as I see that page also used for bot request). It's very important to make a local request, even for temporary acces. I don't even see your user page there. Not good for an admin. — Tanvir • 10:42, 21 January 2011 (UTC)

@Pmlineditor, As i said there is no transliteration tool available in these projects,after being as admin i will have to install it first then i would able to contribute:))

Thanks for the reply. I've done the announcement at it's village pump bug:Wikipedia:Warung_Kopi. Besides cleaning the MediaWiki, I also need to edit the wiki's javascript and CSS so that some templates can work properly. --Kurniasan 20:07, 28 January 2011 (UTC)

Another thing, the javascript in the Wiki's Monobook.js is not updated after the interface change. There's a translteration script that change every input from user to Buginese script and there's no option to change it to roman for monobook users (since it's not compatible with the new interface, in the edit page). I really don;t know wha do you want, people who have voted are the experienced admins from hindi wiki.And as you know hi.wikibooks is a project having no admin and very very less or zero active users.We all want to develop a community there.But this is really a frustrating comment from a wikimedia steward.I have seen many example of such type where very less active users in a project have been granted sysop on behalf of 4 to 5 votes.Ok I will wait for a reply from another steward if he think same you may surely close this and all request filed by me.Thnak you and regards--Mayur 14:08, 5 February 2011 (UTC)

Hm... Probably, I am misunderstanding your question, but two "pro" votes were given by Akishin D. and Ssr. Both have quite long edit histories: Akishin — since March, 2010 and Ssr —since May, 2010. And thanks for the common note - yes, among the 5 votes, 4 are actually helping out at Khmer Wikipedia project. There are only 2-3 active contributors, and many other bots. Our Khmer Wiktionary has been abandoned for long while, that's why I am here to request for sysop. We are now building ground networking to recruit more volunteers and to match their interests/skills accordingly to our Khmer Wiki projects. As some of you have figured out, there are NO votes against. There are only 5 votes for. Yes, one is an IP. What’s wrong with that? You can do a checkuser on the IP if you think it is fishy. Anonymous users can vote like anyone else. One of the "3 are from users that just went to vote" was me. I do most of the Khmer entries on English Wiktionary and I did not "just go to vote". He got 5 honest votes. Khmer Wiktionary is one of the small wikis and it is difficult to get any votes. The Khmer Wiktionary has no sysops and desperately needs one. Here is a willing volunteer who is native Khmer and who knows good English. He’s a goldmine and he got 5 votes, with no opposition.

We had this same problem on the Navajo Wikipedia and could not muster more than two or three votes. We got our admins in spite of that weakness and look what a boon it has been for the Navajo Wikipedia. You should give this willing and competent volunteer the buttons that he is asking for.
