The "2008 Critical Foreign Dependencies Initiative (CFDI) list" was contained in a diplomatic cable to the U.S. secretary of state which was leaked and released in the [[United States diplomatic cables leak]] by [[Wikileaks]] in 2010. The release of the document, which had been classified Secret, was denounced by State Department spokesman [[P.J.
