Tanvir Ahmad Khan was educated at Government College, Lahore and later at Brasenose College, University of Oxford. At Oxford, Khan earned a BA and MA in English Literature.

Khan served as ambassador to Bangladesh, Czechoslovakia, Iran, France, the Russian Federation and was accredited to Ireland and Finland. Before he served as ambassador, he also held senior positions in Pakistan's missions in London, UK; Bonn, West Germany and Kabul, Afghanistan. He served as Foreign Secretary of Pakistan under the Government of Benazir Bhutto in 1989 and also as Information Secretary under two governments.
After Retirement
Khan twice served as chairman and director general of the Institute of Strategic Studies in Islamabad.[1]
